After locating citations in IEEE Xplore, select the articles you wish to export to EndNote (up to 100 items can be transferred at once).
Next, click Export. Then click Citations. Select format: RIS (EndNote), then Include: Citation Only or Citation & Abstract. Click "Export"
Citations should now appear in your EndNote Library.
